Resilience and Local Planning - Evaluating activities in Japan, Canada, and the US

講演概要：
Abstract:

Resilience is a term that is increasingly used in a variety of contexts and fields. While the concept communicates an admirable ideal, much of the literature continues to be largely theoretical and difficult to tie to specific planning measures. In contrast to research literature, the term in plans and guidance documents is frequently used to describe common planning measures found in disaster management, climate change adaptation, public health, and resource management. This lecture presents a document review that examines the use of the term in research literature and planning documents with the goal of developing a clear definition and better understanding of how the term resilience is used in practice.

Criteria to evaluate resilience were developed based on the above document analysis and literature from multiple disciplines such as behavioral psychology and social justice. These criteria are used to analyze data collected through interviews with planners, researchers, and stakeholders in Japan, Canada, and the US.
