    Improving critical information sharing in response to disaster

内容:
    Effective communication is essential for disaster response agencies to deliver a coherent response to natural and man-made disasters. If the necessary agencies do not communicate effectively, it can lead to them acting on insufficient information or acting too slowly. Indeed, the value of time in disasters can often be measured in terms of human life – the faster relevant agencies can respond appropriately, the higher chance they have of minimising the number of casualties. Whilst the current literature demonstrates the connection between effective information processing and its applicability to disasters, it has little to offer in terms of producing a systematic approach to information processing in times of disaster. This research uses a methodology called viable system modelling (VSM) which organisations have used previously to explore and increase the effectiveness of their information processing capabilities. This research moves the VSM away from its traditional organisational roots and explores its transferability to disaster response in the UK and Japan, providing new insights into information processing in disaster response.
