Notification

Notification is the provision of essential information to the general public regarding decisions and actions necessary to cope with a developing situation.
Notification includes the means by which information is provided to communications centers, primary authorities, EOC staff, first response personnel, special facilities, the general public, and special populations.

Alert

Alert means gaining the attention of first response personnel and the general public in a developing emergency situation.
For first response personnel, alert means reporting to headquarters or obtaining further information through telephone/radio calls to the central office.
For the general public, alert means seeking additional information, for example, by turning to the Emergency Broadcast Station.

Warning

Warning is accomplished when alert and notification have been successfully completed and the public is motivated to initiate the appropriate protective action.
An effective warning message integrates the factors of hazard information, alert and notification system capabilities, and human response.
